I have heard that there have been armed rebellions in certain sectors. If this is pure nonsense, then please forgive me, Your Majesty.

Your various plans continue to be resisted by hot-headed young senators. This situation has forced me to think deeply about our long-term security measures. I myself have chased pirate gangs in my sector out of frustration, but they jumped into the depths of a neighboring sector. If my forces continue to pursue them, they will inevitably come into conflict with governors of other sectors. If the scattered rebels were to become organized, their fellow criminals would no doubt become targets for emulation. It is unwise to give any group of rebels a chance to escape punishment. Since the Sectors will only be created across problem sectors, the size of the forces stationed in each sector must be larger than in normal sectors. Three sector fleet groups should be enough to meet the requirements.

Jurisdiction of each sector should be given to a single person who reports directly to Your Majesty. This will avoid any delays caused by the political speculations of your advisers.

Dismantle the existing holographic network transceivers, modify them, and install them on the flagships of each sector fleet group in Sector Command. Install similar facilities in Your Majesty's command ship and the palace of the Imperial City. This will allow the forces to respond to threats almost as soon as they receive a report. The enemy's fastest means of communication was nothing more than a constantly changing rendezvous point in the Milky Way.
