They were waiting for the nobles and the people they sent to settle down in the cities of the Neo Federation. The lives of the rest of the people had nothing to do with them. There were only a few safe cities, after all.

Mineral veins, mining cities, industrial cities, the new Federation was crazily squeezing the labor of these people, almost turning them into slaves of the Federation. However, the cities that were promised to give them a place to live were not guaranteed at all.
