Actually, strictly speaking, storyline characters weren't fools. Many of them, including Norrington, had definitely heard of the illustrious reputation of this' Pirate Captain ', Sheyan. There were two reasons why they allowed him to roam freely in Port Royal, and turned a blind eye to his actions.
Firstly, he felt that this' Seaman 'had indeed contributed greatly to the Royal Port. Secondly, due to the environment of that time, even the Queen had to accept donations from pirates. Incidents of armed merchant ships acting as pirates were common occurrences on the seas, and those who were purely doing business were as rare as phoenix feathers and qilin horns. Since legal armed merchant ships could act as pirates, why couldn't pirates turn over a new leaf and act as armed merchant ships?
Apart from that, Sheyan had also found an alchemist in Port Royal. Regrettably, the services provided by this alchemist weren't as comprehensive as those provided in Tortuga port. The main reason wasn't due to the limited standard of the alchemist, but due to the tremendous development of black magic in the past decade. Thus, ordinary alchemy and enchantment materials had become exceedingly precious, while those precious alchemy and enchantment materials had gone extinct.
Thus, the trio could only choose to provide services like 'Increase the damage of weapons by 1-1', or 'Increase the damage absorption ability of defensive equipment by 1%'. Even so, the prices still caused Sheyan's purse to shrink once again.
Of course, apart from that, Sheyan's investigation of Mister Shawen was still ongoing. Under the ferocious onslaught of gold guineas, numerous clues could be unearthed. Even though most of the clues were exaggerated and false, there would still be some surprising discoveries.
Finally, Sheyan purchased a sacred object from an italian merchant – Holy water that was said to have been personally blessed by the Pope. Of course, this italian merchant also obtained a share of China porcelain from Governor Swann. This was a win-win situation.

The night of the full moon had arrived once again.
It was already 10 o 'clock in the evening. The entire Port Royal was immersed in darkness and tranquility, as though nothing was different from usual.
Yet all of a sudden, a thin mist quietly descended upon the port, obscuring the tranquil moonlight.
The wind gradually grew stronger. This wind seemed to be able to ignore the obstruction of the buildings. With a kind of wanton, it directly extinguished the few lights that were still burning in the windows.
A skinny black cat exposed its bony ribs as it leisurely wagged its tail across the spacious streets. Its cries were like a prelude to the summoning of spirits.
Will Turner, who was still working overtime, seemed to have sensed something. He halted his hammering action and pushed open the window to survey his surroundings, but didn't discover anything.
At the same time, the candlelight by Lady Elizabeth Swann's bedside flickered for a few moments before extinguishing. Swann gazed suspiciously out of the window, before going to bed.
"It's here. The trio had led a group of subordinates who were adept in battle and were lying in ambush on a hillside outside Port Royal.
They were personally witnessing a majestic and graceful black battleship gliding stealthily from afar under the cover of the dense mist. It was as though it was the ruler of the winds and seas, where even the ripples it produced were tame and obedient.
Yet more frightening was the fact that this ship appeared to be leisurely and leisurely. Yet in reality, it was already hundreds of metres away in a flash!
Such speed!!
Such terrifying speed that one couldn't even perceive as' fast '!
It was still fine when they didn't encounter it in close proximity. But once they thought about engaging in battle with this ship in the open sea, even Sheyan felt an incomparably immense pressure. Furthermore, when one's gaze came into contact with its black sail, a sinister and domineering sensation would be transmitted to one's entire body.
Just by witnessing it …... the pressure exerted by the Black Pearl was so immense!
Sheyan remained silent for a brief moment. He then took a deep breath and slowly announced.
"Let's proceed according to our original plan."
As though a footnote to Sheyan's words, the rumbling of cannons suddenly resounded from the distant Port Royal!! Closely following that, one could observe waves of glaring flames surging out from the tranquil and peaceful Port Royal! Such a sensation was akin to splendid fireworks, but in essence, it was a derivative of madness and destruction!
Although Norrington's marines were ambushed and plunged into panic, Norrington was coincidentally discussing the marriage of Elizabeth with Governor Swann that night. The former had already solemnly proposed to this beautiful young lady.
Hence, the commanding officer bravely organized a counterattack at the first instance, and chased Governor Swann down the city walls with a stern tone. Although the newly constructed fort wasn't completed, dozens of 7-pounder cannons had already been installed. The marines swiftly launched a counterattack against the Black Pearl that was anchored at the port. Amidst the rumbling of heavy cannons, both parties engaged in an incomparably intense cannon battle.
At this moment, it was time for professionals to step in. Sheyan knew that tonight was the best opportunity to obtain first hand information of the Black Pearl. Hence, he specially mobilized a professional like Redbeard over. As Redbeard observed the two sides engaged in the cannon battle, he swiftly made his own judgement.
"The cannons of the Black Pearl don't have a long range, but the rate of firing cannons is evidently much faster. This should be due to the valiant gunners. Compared to them, the cannoneers of the English are clearly much more rusty. Regardless of accuracy or rate of fire, they can't compare."
"That's only natural." Sheyan took a deep breath and replied.
"That's because the crew of the Black Pearl are immortal. Even a pig, after firing so many cannonballs over the years and accumulating so much experience, it would definitely become proficient with practice. Furthermore, Norrington's marines have suffered disastrous casualties in the bloody battle against Chevalle's fleet. Although training can resolve a portion of the problem, a newbie is still a newbie. Without experiencing the fumigation of gunpowder and the ordeal of death, it is indeed hard for them to mature. "
Very quickly, as per Sheyan's predictions, the naval firepower was suppressed. A half completed cannon fort was smashed into smithereens, while several marines on the cannon posts suffered disastrous casualties after being struck by cannons. Their originally meagre fighting spirit vanished into nothingness, and they no longer dared to poke their heads out.
Of course, the Black Pearl had also suffered several cannons during this period. Nevertheless, its defensive capabilities didn't seem to be low. More crucially, according to his observations, the speed at which the sailors of the Black Pearl repaired the ship's hull was abnormally quick. The holes that appeared on the ship were mended with astonishing speed. It appeared as though the entire Black Pearl was a freak that possessed a life of its own, and possessed unparalleled regenerative capabilities.
In this era, once the casualty rate of an army reached 30%, it would be easy for morale to crumble. As the final cannon post was engulfed in smoke and fire, 4-5 marines were blasted away by the powerful shockwaves and flames. Port Royal was finally like a beauty whose skirt had been stripped off, as it completely lost the ability to resist and obediently parted its legs....
Thud thud thud thud thud! Dozens of lifeboats dropped down from the Black Pearl. These lifeboats were filled with boorish pirates who were hollering wildly, as they brandished their hatchets, torches and sabers as they charged towards the fertile Port Royal. The dense fog was stirred up by them, as the pirates charged out like demons from the fog. They started to trample and ravage this fertile land in a frenzy.
Houses were set ablaze, while people lost their heads out of fear shrieked. What remained was only boundless chaos and soaring flames. Under such circumstances, the marines under Norrington continued to organize themselves, and started to resist with great difficulty. Nevertheless, the Black Pearl was still able to provide the pirates with long range cannon support. Hence, the marines could only defend their barracks to the death, and were powerless to retaliate.
Fortunately, to the pirates, the barracks held no allure to them. Instead, they preferred gold, silk and other valuables. The cannons of the Black Pearl were aimed at other areas of Port Royal as they fired incessantly. However, the cannons avoided the plundering regions of the pirates, and continued to intimidate and suppress any possible resistance.
Presently, the chaos and plundering were rapidly spreading out, and the rumbling cannons were able to mask most of the commotion. Hence, Sheyan led his subordinates who were adept in close combat, and charged into the prison of Port Royal. Of course, they didn't forget to cover their faces with masks, to avoid bumping into familiar faces. Otherwise, their hard earned reputation in Port Royal would be flushed down the drain.
The originally heavily-guarded prison of Port Royal was now completely empty. Not a single marine would be so dedicated as to manage those scum, swindlers, robbers, thieves and pirates. Of course, they were also responsible for the safety of the main lead, Jack Sparrow.
The iron gates of the prison were wide open, and a solitary lock had been pried open, as it dangled from the lock in a half-crippled manner. Two marines who couldn't escape in time were sprawled on the ground with their hands spread out. Their Mauser rifles showed signs of having been fired, as flies fluttered around them. Finally, they rested on their widened eyeballs. Then, two rows of bloody footprints trampled past them, and led straight to the interior of the prison.
Big Beard Davies strolled over, and dipped his finger into the viscous blood. Then, he twirled it between his fingers and exclaimed.
"Those two englishmen died not even 15 minutes ago. Strange, why did the pirates of the Black Pearl come to this prison? I didn't hear of any of them being captured and imprisoned in Port Royal.
