All things do not decline, are born without having, do not rely on, succeed without dwelling, and only dwell in. Therefore, they do not go, do not honor the virtuous, do not let the people compete, do not let rare goods be precious, do not let the people steal, do not let the people see what they desire, do not let the people's hearts be in chaos. This is the Sage's way of governing. His heart is humble, his belly is solid, his will is weak, and his bones are strong. This is the reason why the people are ignorant and desireless, and the wise do not dare to do anything. To do or not to do, there is no way to govern.
