Thunder Axe City's City Hall:

Shifeng rode the Earth Dragon Carriage to a stop before a majestic castle. Although there were no other players in Thunder Axe City, there were plenty of NPCs coming and going from the castle. Not only were there Giant NPCs, but there were also NPCs of other races.

This majestic castle was none other than Thunder Axe City's City Hall, located in the city's center.

Tall walls surrounded the castle, engraved with divine runes and magic arrays. Not even Tier 5 NPCs could break through the walls. It was the safest place in Thunder Axe City.

Before Shifeng could reach the main entrance, a Level 180, Tier 3 NPC guard stopped Shifeng.

"Lord Bronze Legatee, this is an important place in Thunder Axe City. If you wish to enter, you must register," the Tier 3 NPC guard respectfully informed Shifeng as he took out a Magic Crystal.

"Understood. Register, then." Shifeng nodded.

Thunder Axe City's City Hall wasn't like any other NPC city. Players could enter other human cities, but if they wished to enter Thunder Axe City's City Hall, they had to become Thunder Axe City's nobles. They had to register before they could enter the City Hall.

This was due to the magic arrays set up around the City Hall. If one didn't register their life aura with the magic arrays, they'd be attacked and suppressed as soon as they entered the City Hall.

Thunder Axe City's City Hall was simply too important. Rather than calling it a City Hall, it was more accurate to call it a treasure trove or a trading market. The various treasures the Giant race had collected over the years were stored inside the City Hall. There were even Legendary items.

As long as players became Thunder Axe City's nobles, they could trade freely with the Giant race.

The Giant race had lived in Thunder Axe City since ancient times. As long as players had enough strength and resources, they could even exchange for a Legendary item in Thunder Axe City.

This was also why Thunder Axe City's various powers and players were so fond of God's Domain's Thunder Axe City.

In the past, several superpowers' experts had purchased Legendary items from the Giant race in Thunder Axe City, and even more players had purchased Fragmented Legendary items from the Giant race.

Of course, there had been plenty of superpowers that had tried to take the risk, but very few had succeeded. Moreover, those few had been Tier 6 Gods. Even after mobilizing a lot of manpower and resources, they had barely managed to snatch one or two Fragmented Legendary items from Thunder Axe City. Afterward, their relationship with Thunder Axe City had soured, and the losses had outweighed the gains.

After a short while, the NPC guards recorded the Shifeng's life aura, and the Shifeng walked in.

The first-floor hall of the castle was filled with NPCs of various races trading with the Giants. Although the Shifeng wished to trade with the Giants, with his current strength and resources, he most likely wouldn't be able to trade for even a single Epic item. Hence, after a brief glance at the hall, he immediately made his way to the second floor of the castle.

As soon as Shi Feng entered the second-floor hall, the number of NPCs in the hall decreased significantly. Only a few dozen NPC merchants remained, purchasing Thunder Axe City's Lands.

"Lord Bronze Legatee, how may I help you?" a female Elf in overalls asked, smiling as she approached the Shifeng.

"A Senior Administrator?" Shifeng couldn't help but be a little surprised when he saw the female Elf. However, he quickly said, "I wish to purchase Thunder Axe City's Lands and Advanced Shops. Can you recommend some to me?"

Normally, ordinary administrators would receive players in the City Hall. Shifeng was a little surprised that a Senior Administrator had come to greet him.

Although this female Elf was only a Level 200, Tier 3 Advanced Administrator, the invisible pressure she radiated was immense. She was no weaker than White River City's Magistrate and Tier 4 Great Wizard Weissman. This was also one of the frightening aspects of Elves. Even at Tier 3, they could easily cast Tier 4 Spells.

"Alright, please follow me," the female Elf said, nodding. She then led Shifeng to the third-floor reception room.

Inside the room, the female Elf quickly handed Shifeng two lists. One listed Thunder Axe City's Lands, while the other listed Thunder Axe City's Advanced Shops. However, there was very little information listed on both lists. In total, there were less than 50 Advanced Shops listed on both lists.

If other players saw these lists, they'd be surprised. Every NPC city had at least 500 Lands, yet Shi Feng had listed less than 50 Advanced Shops. No matter how one looked at it, this didn't seem like a super-large-scale neutral city.

However, Shifeng was actually quite happy about this.

After all, 50 Advanced Shops was already a very high number. Thunder Axe City was a special city. Not just anyone could purchase Lands in Thunder Axe City. By doing so, they could prevent superpowers from monopolizing Thunder Axe City's Lands, giving other powers and players a chance to compete.

The Bronze Legatee's status in Thunder Axe City really isn't low. Shifeng sighed ruefully as he looked at the list. There are actually 19 Advanced Shops listed?

When he had become Thunder Axe City's Baron in the past, the city's NPC had only given him 12 options to purchase Thunder Axe City's Advanced Shops.

Advanced Shops were very common in neutral cities. In reality, Thunder Axe City's NPCs had opened various shops, such as grocery stores, restaurants, smiths, bars, and so on. The Sea of Trees also sold Advanced Shops, but not many powers were willing to purchase them.

The first reason was that Advanced Shops were very expensive.

The second reason was that Advanced Shops weren't very useful. Players didn't purchase Advanced Shops from players, but from NPCs. Players couldn't earn as much Coins and other items from these Advanced Shops as they did from players.

However, Thunder Axe City was a bit special. It was a resource city, and a large number of neutral NPC merchants had gathered in the city. In addition, the native Giants had harvested ores and herbs from the Icefire Mountain Range. As a result, there were plenty of rare items in the city. Moreover, these items sold for much lower prices than on the player market. Hence, Thunder Axe City's Advanced Shops were very popular. Thunder Axe City's Advanced Shops were one of the city's main sources of resources.

Players had chosen to purchase Advanced Shops at a high price because renting Advanced Shops could only earn them Coins, not other items. Hence, the various powers and players had no choice but to grit their teeth and purchase the Advanced Shops in Thunder Axe City's outer district.

No matter how many times I look at Thunder Axe City's City Hall, I always feel like a poor man. Shifeng sighed ruefully as he looked at the list's prices.

Every Shop in the city's inner district cost over 20,000 Gold, while the grocery store in the city's inner district cost 40,000 Gold, while the smithy, which had a larger purpose, cost 53,000 Gold. Moreover, all of these Shops were 1-star Shops. As far as he knew, the cheapest 2-star Shop in Thunder Axe City cost 70,000 Gold, while 2-star Shops in the city's inner district cost 100,000 Gold. However, Thunder Axe City rarely sold 2-star or above Shops.

When Shi Feng saw the last line of the Advanced Shop, he could not help but be shocked.
