The State Post Bureau of the People's Republic of China, established in 2008 (at the vice-ministerial level), is a national bureau under the management of the Ministry of Transport of the People's Republic of China. The State Post Bureau undertakes the responsibility of postal supervision, promotes the establishment of a universal postal service system covering both urban and rural areas, promotes the establishment and improvement of a universal service and special service guarantee mechanism, proposes postal service price policies and basic postal service price suggestions, and supervises the implementation. It also represents the country to participate in international postal organizations, handles inter-governmental postal affairs, formulates and organizes the implementation of postal cooperation and exchange policies, handles postal foreign affairs, and manages the work involving Hong Kong, Macao and Taiwan in accordance with the regulations.
In accordance with the Notice of the State Council on the Establishment of National Bureaus under the Management of Ministries and Commissions (Guo Fa [1998] No. 6), the State Post Bureau was established. The State Post Bureau is an institution under the management of the Ministry of Information Industry that is in charge of the national postal industry and the national postal enterprises. In August 2005, the State Council issued the Postal System Reform Plan (Guo Fa [2005] No. 27), requiring the postal industry to separate government from enterprise. The main objectives of the reform include: reorganizing the State Post Bureau as a postal regulatory agency; in January 2007, the reorganized State Post Bureau was officially listed as a national postal regulatory agency under the management of the Ministry of Information Industry. In September 2008, the State Council implemented the institutional reform of large ministries. In accordance with the Notice of the State Council on the Establishment of National Bureaus under the Management of Ministries and Commissions (Guo Fa [2008] No. 12), the State Post Bureau (at the vice-ministerial level) was established as a national bureau under the management of the Ministry of Transport.
